Population

Pedra Seca means "dry stone" in Portuguese, and the name is literal. The habitable world is arid — not desert in the dramatic sense, not sand dunes and salt flats, but the particular deep dryness of a world where the hydrological cycle operates at minimum throughput. Surface water exists in shallow aquifers and seasonal seep-springs. Precipitation occurs, technically, in quantities that the survey record describes as "measurable." The atmosphere is breathable. The gravity is comfortable. Everything about the world is adequate except the water, and the water is the thing that matters.

The K7V primary compounds the aridity. At the cool end of the K-dwarf range, the star provides enough light for photosynthesis but not enough thermal energy to drive a vigorous water cycle. The habitable zone is close, the world receives sufficient radiation, but the energy budget that drives evaporation, cloud formation, and precipitation operates at a level that produces weather patterns a generous observer might describe as "restrained." Rain falls. It falls rarely, briefly, and without the enthusiasm that would suggest it intends to return.

Wave_3 settlers arrived approximately 280 years ago — a mixed-heritage cohort with strong Afrikaans and Xhosa representation from the south_reach's Southern African cultural stream. These were people whose ancestors had farmed dry land on Earth and whose cultural memory included techniques for water management that predated industrial technology. They recognized Pedra Seca's conditions not as hostile but as familiar. The founding generation's approach was the approach of people who know what dry stone means: you build with what you have, you store what falls, you do not waste.

Two hundred and eighty years of careful water management has produced a community of approximately 800 people living in a settlement built around a system of cisterns, condensation collectors, and aquifer management infrastructure that is, by any engineering assessment, remarkable for its scale and its age. The cistern network predates most of the settlement's above-ground structures — the founders built the water infrastructure first, lived in temporary shelters while they did it, and only began permanent construction once the water supply was secured. This priority ordering is visible in the settlement's architecture: the cisterns are the most solidly built structures, maintained to the highest standard, and treated with the particular reverence that communities reserve for the thing that keeps them alive.

The through-route topology connects Travessia at GJ 282B to Brandpunt at GJ 3943. Pedra Seca sits in the middle of a corridor that gets progressively thinner. The community has long served as the last water provisioning point before the deep stretch toward Eerste Wacht — a function that persists even since Brandpunt settled GJ 3943 thirty-five years ago, because Brandpunt imports food and does not sell it, and water provision is Pedra Seca's specific competency. Pedra Seca is where travelers heading deeper refill their water reserves. The community sells water. Not at exploitative prices — the founding charter includes provisions against profiteering from essential supply — but at prices that reflect the reality that every liter sold is a liter that the cistern network must replace, and replacement depends on rainfall that arrives on its own schedule and not the corridor's.


Supply Dependency

Agricultural goods and biological supplies from Travessia and the corridor behind it. Pedra Seca's arid conditions limit agricultural production to hardy adapted crops — primarily drought-resistant grains and root vegetables — that provide caloric baseline but not dietary completeness. The community imports fruit, protein supplements, and medical supplies via corridor trade. The critical dependency is not food but seed stock: the adapted crop strains that Pedra Seca's agriculture relies on require periodic genetic refreshment from the south_reach's agricultural seed banks, a supply that travels fourteen hops to arrive and whose disruption would produce a slow genetic bottleneck over several generations.


Faction Notes

Governance by community council with water-rights management as the primary governance function. The founding charter established a water allocation system that has been the community's central political institution for 280 years — more central than the council itself, because the council exists to administer the water allocation and not the other way around. Disputes over water allocation are the community's primary form of political conflict. Everything else — trade policy, external relations, corridor management — is secondary to the question of who receives how much water and when. The community's Southern African heritage is visible in the governance style: deliberative, consensus-seeking, willing to sit with a dispute until it resolves rather than forcing a vote that would leave a minority resentful of the outcome.


Silence Topic

The water allocation crisis of the fourth generation. Approximately seventy years after founding, a prolonged dry period — three consecutive years of rainfall below even the community's conservative planning thresholds — forced the council to invoke the charter's emergency allocation protocols for the first time. The protocols functioned as designed. The community survived. What is not discussed outside the council is how the emergency was resolved at the family level: which households accepted reduced allocations, which households were prioritized, and whether the allocation decisions tracked the founding families' political standing or the charter's stated criteria of need. The emergency allocation records exist. They are sealed by council vote and have remained sealed through every subsequent generation's review.

Narrative Hook

A community built around water management that survived its worst drought — and sealed the records of how the emergency allocations were actually decided.
