THE DRIFTER'S GUIDE TO THE REACH — SHENWEI
SHENWEI was never meant to become a permanent settlement, which is a status it shares with many of the Reach's more interesting places — established for a temporary purpose, quietly outlasting the purpose, and developing a character that nobody planned for in the gap between intention and duration.
The Waystation That Stayed
Wave_1 survey missions needed waystations. The dim M-dwarf at 17.5 light years had gate access to the newly-charted deeper corridor, so a maintenance station was established to support further outward charting. The survey organization dissolved within two generations. The infrastructure remained. People who needed cheap overhead and a governance structure that asked few questions arrived and built careers. Five hundred years later, Shenwei is a subsurface ice-moon colony with a higher density of independent research contractors per capita than any comparable junction system.
The wave_1 administrative charter gives the elected council more autonomous authority over gate scheduling and transit fees than any post-wave_2 Assembly framework would permit. The system has never adopted a newer framework. The Assembly describes this as "charter-continuous" and does not relish the precedent. Shenwei's council describes it as their arrangement and does not discuss changing it.
The Veil Institute has a quiet relationship with several of the independent research contractors who have built long-term careers here. The nature of those relationships is not reflected in any Institute publication, which makes Shenwei's research community interesting to the kind of people who read Institute publication indexes looking for what is not there.
The Anomaly Report
Wave_1 survey missions generated comprehensive records for every system they accessed. Those records were submitted to the Assembly Survey Archive. What the Shenwei mission team also generated — and what does not appear in the archived record — was an anomaly report filed as a classified appendix. The anomaly was geological: a formation in the subsurface structure of one of the outer bodies that the mission's senior geologist described as inconsistent with natural formation processes.
The report was classified at the mission director's discretion. The mission director died in wave_1. The classification has never been reviewed. The specific outer body has never been resurveyed. Five hundred years have passed. Whether the formation is still there, whether anyone with access to the appendix has acted on its contents, or whether the classification is the kind of administrative persistence that simply never got a second look — Shenwei's current council cannot answer any of these questions, because the council does not have access to the appendix.
Practical Information
Shenwei is five hops from Gateway with three gate apertures connecting to Tanaka Station, Gliese 667, and Haodu. The system imports nearly everything: food, atmosphere processing components, manufacturing feedstock, medical supplies. What it exports is positional — remove it from the network and two corridor segments lose their connection, which is the leverage Shenwei's administrators have spent five centuries being careful not to overuse.
