Supply Dependency

Rionegro produces food — not much, not efficiently, but enough that the people who remain here have not starved. The habitable body is a marginal agricultural world: thin atmosphere, water present but not abundant, a short growing season by the standards of better-endowed systems. The founders came during the Frontier Push wave because the Syndic agricultural network was still actively expanding south_reach coverage and the land grant looked viable. The grant was not wrong — the land was viable. What the network's prospectors did not adequately model was how quickly viable shades into marginal when the Syndic logistics infrastructure that makes a frontier agricultural system profitable decides to rationalize its coverage area.

The network withdrew its active logistics support from Rionegro approximately eighty years ago. The formal relationship persists — Rionegro retains nominal Syndic network membership — but the freight runs that made exporting surplus worthwhile became infrequent, then occasional, then functionally nonexistent. The system now grows what it consumes, trades small surpluses with Kumasi when a hauler makes the trip worth scheduling, and imports the manufactured components its population needs through the same infrequent channel. The economy is a closed loop with a slow leak: people who leave do not come back, the population declines slowly, and the agricultural base shrinks proportionally. The system is not in crisis. It is in a long, quiet contraction.

Faction Notes

There is no formal governing body at Rionegro in any sense the Concord Assembly would recognize. The founding-era settlement council exists on paper; it has not held a quorum election in thirty years because the population has contracted below the threshold its charter requires. What governs the system in practice is a loose confederation of the agricultural settlement clusters — each operating its own affairs, coordinating with the others through longstanding personal relationships rather than institutional process. The arrangement functions because the population is small enough that everyone knows everyone and the problems that require coordinated response are few.

The Syndic agricultural network's nominal presence is an artifact. There is a network registration in Ran's administrative records that lists Rionegro as a member cooperative. The cooperative's contact address is a residential cluster that has existed continuously since the founding. No one at that address has attended a network coordination meeting in decades. The registration has not been formally revoked because the network's administrative processes for revoking dormant memberships involve a review cycle that has never been triggered, because the membership is not causing any problem that anyone at the network has noticed.

The Lattice Commission has no presence at Rionegro and has not had any for forty years. The inspection rotation that used to service the system from Kumasi was cut when Commission resources were reallocated to higher-priority southern corridor systems. Rionegro was assessed as low-risk for Commission-relevant activities — a marginal agricultural system in slow decline is not, by the Commission's risk models, a significant compliance concern. The assessment is probably correct.

Silence Topic

What Rionegro does not discuss: when the last generation will leave.

The population decline is visible in the age distribution of every settlement cluster. Young people who finish schooling have, for two generations, been leaving through the Kumasi gate and not returning. The settlements that remain are staffed by people who chose to stay — who have the agricultural skills, the personal ties, and the temperament for a system that the rest of the Reach has forgotten. They do not discuss decline because they do not think of themselves as declining. They think of themselves as persisting. The distinction matters to them. Whether it is sustainable is a question they have stopped asking, not because they do not know the answer but because the answer is not actionable.

The Syndic agricultural network will eventually formally close the Rionegro registration. When it does, the settlement will lose access to the logistics assistance that is, at this point, entirely theoretical — the assistance has not materialized in decades. The loss will be symbolic. The symbol matters.

Narrative Hook

The last generation that remembers when the freight ships ran regularly is still alive at Rionegro, and the generation after them has learned to not ask when they are coming back.

Calibration Note

star_type: k-m at 40.9 light-years marks Rionegro as a late-alphabet stellar type at significant distance — the farthest system in this corridor, with a primary that is dimmer and cooler than Kumasi's K0V neighbor. The agricultural marginal character is consistent with the stellar environment: lower luminosity, closer habitable zone, shorter effective growing season. Wave_4 agricultural settlement on a system at this stellar type is an optimistic interpretation of viable, and the Syndic network's prospectors who filed the founding land grant were working with that optimism. The optimism was not wrong; it was incomplete.

gate_topology: dead_end at hop 8 is the topological expression of Rionegro's isolation. One aperture, opening toward Kumasi — which is itself only reachable by continuing back through Van Maanen's Star and the long corridor to the institutional core. The dead_end configuration means no through-traffic, no reason for any system to transit Rionegro en route to anywhere. The population that remains here is here because they chose to be, not because the system sits on a useful path. This is the existential character of the deep south_reach's terminus: a place you go to on purpose or not at all.
