THE DRIFTER'S GUIDE TO THE REACH — RIONEGRO
RIONEGRO is not in crisis. It is in a long, quiet contraction that the people who remain there have chosen not to call by that name, which is their right, and which has been their position for two generations.
The Marginal Agriculture
The founding families came during the wave 4 push because the Syndic agricultural network was actively expanding south Reach coverage and the land grant looked viable. The land was viable. What the network's prospectors did not adequately model was how quickly viable shades into marginal when the Syndic logistics infrastructure that makes a frontier agricultural system profitable decides to rationalize its coverage area.
The network withdrew its active logistics support approximately eighty years ago. The formal membership persists — Rionegro retains nominal Syndic network registration — but the freight runs that made exporting surplus worthwhile became infrequent, then occasional, then functionally nonexistent. The system now grows what it consumes, trades small surpluses with Kumasi when a hauler makes the trip worth scheduling, and imports manufactured components through the same infrequent channel. The economy is a closed loop with a slow leak: people who leave do not come back, the population declines slowly, and the agricultural base shrinks proportionally. This has been true for two generations.
The Settlement Without Quorum
The founding-era settlement council exists on paper. It has not held a quorum election in thirty years because the population has contracted below the threshold its charter requires. What governs the system in practice is a loose confederation of agricultural settlement clusters, each operating its own affairs, coordinating through longstanding personal relationships rather than institutional process. This works because everyone knows everyone and the problems requiring coordinated response are few.
The Lattice Commission has not visited in forty years. The Syndic network's administrative processes for revoking dormant memberships have never been triggered for Rionegro because the membership is not causing any problem anyone at the network has noticed. The k-m primary — the stellar type designation indicating a dim object at the K-M boundary — provides adequate but not generous growing conditions. The dead-end topology provides one route out, through Kumasi, and then the long corridor back.
What They Don't Discuss
The last generation that remembers when the freight ships ran regularly is still alive. They do not think of themselves as declining. They think of themselves as persisting. The distinction matters to them.
The Syndic agricultural network will eventually formally close the Rionegro registration. The loss will be symbolic. The symbol matters.
Practical Information
Rionegro is eight hops from Gateway with one gate aperture. The population declines slowly. The people who remain are there because they chose to be. The agricultural knowledge they carry is three generations of adaptation to a marginal world, which is a form of expertise that nobody outside the system particularly wants and that the people inside it consider theirs.
