THE DRIFTER'S GUIDE TO THE REACH — QUORUM

QUORUM is where 1.6 billion people have organized themselves around the proximity of a government that cannot always decide whether it wants them this close.

The Number Required

A quorum is the minimum number of members required for a body to conduct business. The largest station in the Reach is named for a threshold. This is either deeply ironic given that Quorum constitutes roughly half the system's orbital population, or it is the founding combine's way of suggesting that however many people are on the station, the Assembly will always need one more to reach a decision.

Quorum was built in stages over the two centuries following Sirius's establishment as the Reach's capital, absorbing successive waves of commercial, residential, and institutional expansion as the Assembly's political gravity drew every major faction's operational presence to the system. It is not a unified design. It is three centuries of additions, acquisitions, construction phases, and infrastructure improvisation accumulated around an original commercial core, which is why navigating Quorum requires either a local guide or the specific acquired skill of someone who has memorized which district connects to which via which transit corridor and at what point the corridor numbering system changes convention.

Who Has to Be Here

Every faction in the Reach maintains a presence at Sirius. Most of them maintain that presence at Quorum.

The Concord Assembly's deliberative calendar generates commercial activity the way a star generates light: continuously, without requiring any individual decision, as an inevitable consequence of what it is. Wherever legislation is being considered, people who have interests in the legislation will be located nearby, and at Sirius, nearby means Quorum. The lobbying ecosystem, the legal representation networks, the consultancy practices that translate Assembly procedure into actionable intelligence for clients — these exist because the Assembly meets here, and they live on Quorum because Quorum is where the space was, when it was needed, at a price that made it viable to stay.

The residential population includes people who have been here for three generations and people who arrived last cycle on temporary commission. The economic density supports everything: mid-range hospitality, high-end commercial services, the full spectrum of what 1.6 billion people require to manage their daily lives in addition to whatever Assembly-adjacent business brought them here.

The Accommodation Reality

Quorum is expensive. This is not surprising — it is the largest commercial station at the Reach's capital — but the degree to which it is expensive often surprises first-time arrivals who have not done the research. The commercial real estate dynamic at the most Assembly-adjacent station in the Reach has been operating on a thirty-year supply shortage relative to demand for longer than most current residents have been alive. Waiting lists for commercial space in the high-traffic districts are measured in years. The residential districts closer to the Assembly liaison corridors are priced as if proximity to a government meeting is a scarce resource, which it is.

Practical Information

Quorum docks at standard capacity. All major transit functions for arriving passengers who are not freight-specific route through Aperture first and transfer. The Commission's licensing presence at Quorum is substantial because the commercial activity requires it. The Guardians of Autonomy have offices here. The largest combines have more than offices. Everything needed to conduct Assembly-adjacent business exists somewhere on the station, and the challenge is knowing where.
