THE DRIFTER'S GUIDE TO THE REACH — PEREIRA'S REST
PEREIRA'S REST was named by its founder with intent — Henrique Pereira, who spent thirty years in south_reach shipping logistics and then used what he'd saved to buy somewhere the institutions he'd worked around couldn't easily follow.
The Rest
The K7 primary is marginal rather than hostile. Agricultural output covers about seventy percent of caloric needs. The remainder is imported through Meridian, which controls the single gate and redistribution terms accordingly. The community produces hand-crafted goods — metalwork, textiles, precision instruments made without automated production chains — that command premium prices in the inner corridor from people who want things made by hands rather than by processes, which is a market that only exists at the scale it does because most things are made by processes.
Eight hundred people. Community council. Consensus governance among heads of household, a practice that worked when the community was sixty people and is strained at its current size. There is no Assembly delegate, no corporate presence, no Lattice Commission office. The Gate Corporation technician comes through twice a year, checks the hardware, and leaves. This is exactly what Henrique Pereira designed.
The Design
Pereira founded this system because he wanted a place where the people who came would have chosen to come, not arrived because the gate network deposited them while they were en route to somewhere else. The "Rest" was his word, applied in his founding charter: a place to rest from the reach of institutions. The Compact of Westphalia's principles describe exactly what this community has practiced since its founding, a generation before the Compact existed. Several Compact council members cite Pereira's Rest as a living example of what they mean. The community itself has not adopted a formal position on this. The founder's philosophy was that formal positions invite formal disputes.
The consensus governance model has a structural problem that has been apparent for two generations. The "head of household" definition is contested. Some multi-generational extended families claim single votes for households containing forty or fifty people. Some younger single-person households claim equal votes. The informal practice that has evolved benefits the older founding-lineage families with the largest households. Younger arrivals have noticed. The tension is present at every council session and is not discussed directly, because discussing it directly would require the kind of formal institutional design that the entire community's founding purpose was organized around avoiding.
