THE DRIFTER'S GUIDE TO THE REACH — PEMBERTON
PEMBERTON has filed every Assembly compliance document on time for four hundred years, which would be more impressive if anyone at the Assembly had sent an acknowledgment in the past forty.
The Waypoint
The through-route topology says it plainly: Pemberton is on the path between Ratnagiri inward and Murchison outward, and the system's economy has organized itself around being useful to people passing through. Provisioning, minor repair, transit crew accommodation, the service economy those functions generate. The G0 III subgiant — slightly larger and more evolved than a typical main-sequence G-type — produces a distinctive orange-tinged light that Pemberton's architecture and horticulture have been specifically adapted to over four centuries. The wave_2 Welsh-heritage founding community built institutions designed to last, and the institutions have lasted.
Four centuries of transit fee revenue and provisioning contracts has produced a stable, moderately prosperous society with no particular ambition to be anything else. This is not a limitation. It is a chosen relationship with economic function that has worked for four hundred years and shows no signs of stopping.
The Filing Record
The Assembly documentation compliance record at Pemberton is, by outer north arc standards, extraordinary. Not a single year has lapsed since the colonial charter was filed in wave_2. There has been no Assembly inspection visit in at least forty years, possibly longer. The local governance culture — rooted in a Welsh institutional tradition that treats procedural continuity as a form of civic identity — has filed annual returns, maintained registry records, and paid assessed levies without external prompting or enforcement. The standing compliance committee has never missed a deadline.
The parliamentary record contains no formal statement of what Pemberton believes the Assembly owes it in return. The parliamentary clerk has sent seventeen politely worded requests for acknowledgment of receipt. None have received a reply.
The local governance does not discuss what its Assembly compliance means in practical terms, because that question has an uncomfortable answer: it means Pemberton continues to recognize an institutional relationship that the institution has ceased to reciprocate.
Practical Information
Pemberton is nine hops from Gateway with two apertures connecting to Ratnagiri and Murchison. No major Syndic has an operation. Gate Corporation maintains a standard rotating contract. The provisioning is reliable and priced fairly. The compliance committee is available for consultations on Assembly documentation requirements, having developed considerable expertise on the subject.
