The survey reports for GJ 177 are thorough and unenthusiastic. This is not a criticism of the survey teams, who were professional and careful; it is a description of what they found.
The primary world is habitable. Atmospheric composition is adequate. Temperature ranges are within human tolerance with appropriate infrastructure. Geological stability is good. Water distribution is acceptable. Biodiversity is present, if unremarkable. The surveys note all of this in the standard format, and the standard format makes it clear that nothing here exceeds its parameters in any direction. The world works. It does not exceed working.
At hop ten on an M-dwarf chain, the system offers nothing that closer, brighter systems do not offer more conveniently. The habitable world does not have the mineral deposits that could attract extraction investment. It does not have the ecological richness that could attract research interest. It does not have a cultural or historical connection to an established corridor community that could anchor a founding cohort. It has adequate conditions and a transit corridor running through it, and that is what the corridor needed.
The horizon station processes transit. The empty world rotates below. The surveys sit in the archive, complete and sufficient and unlikely to be revisited.
