Supply Dependency

None. Earth is economically self-sufficient at the system level. The loss of Reach trade routes after the secession was painful — manufacturing sectors that had oriented toward Reach export markets contracted significantly in the first century — but Earth's internal market is large enough to absorb the adjustment. Earth does not depend on anything the Reach controls, which is precisely the leverage problem: neither side has clean economic pressure to apply to the other.

Faction Notes

Reach factions have no formal jurisdiction in Sol. The Concord Assembly has no seat at Earth's governance table and no enforcement mechanism planetside. The Lattice Commission does not operate in Sol — their regulatory frameworks have no authority there, and Earth's own surveillance and information infrastructure is older, denser, and more deeply embedded than anything the Commission manages in the Reach.

The dominant local institutions are Earth-original, and they carry the weight of what they were built for. The Colonial Authority — three hundred years past its mandate — still administers the permit queue at the Sol aperture and maintains the most complete archive of Reach settlement records in existence. Its staff are largely Perpetual-class administrators who have held these positions since before the secession. They do not experience this as decay. They experience it as custodianship. The manufacturing consortia that built the early gate infrastructure — the shipyards, the construction guilds, the logistics networks — are still operating, now oriented toward Earth's internal market and the slow, expensive project of gate-adjacent system maintenance. They produce less than they once did, and they remember producing more, and that memory is a political constituency.

Earth's governance council structure is genuinely contested — multiple blocs compete for primacy — but the contest occurs inside a framework that Perpetual-class administrators have shaped over centuries, and no electoral outcome changes who holds the institutional knowledge. Earth Syndics — originating houses with deep roots in pre-secession commerce — retain real economic power. Some maintain residual Reach relationships through the permit system; others have written off Reach access entirely and oriented their operations inward.

There is a vocal minority organized around the "obligation framing": the Reach exists because Earth paid for it, the Reach owes a debt, Earth's current leverage deficit is a temporary injustice. This is not a party with a program. It is a mood that spikes when Reach economic data is released and again when gate access incidents occur. Earth residents with family in the Reach — a substantial population with shrinking political relevance — exist as an inconvenient counter-narrative to the obligation framing. They do not have a lobby. They have letters.

The Veil Institute maintains a nominal presence at Earth's end of the Sol aperture — a liaison office, technically. What that office actually does is one of the system's administered silences.

Silence Topic

What Earth does not discuss, institutionally: that the Reach succeeded. The secession narrative on Earth's side is built around the injury — betrayal, ingratitude, the project stolen. What the narrative carefully does not examine is what the success means. Earth funded and organized a civilization that grew to independence, built its own institutions, and has been running itself for three centuries without apparent deterioration. The thing Earth built works. The question of what that implies about Earth's model of governance — the control structures, the colonial relationship, the institutional logic that made the Reach chafe — is not asked in official registers.

Individuals will say it, quietly, to people they trust. Institutions will not.

Narrative Hook

The gate is technically open on both ends; the civilization on the other side has decided, without formal announcement, that this means nothing.

Calibration Note

Sol sits outside the standard framework on several axes and requires explicit justification for each deviation.

settlement_wave: origin is not a wave value — Sol predates the wave system by definition. The wave taxonomy describes colonization from Sol outward; Sol is the point of origin, not a colony. The value is a placeholder that flags the system as exceptional.

earth_proximity: earth is similarly non-standard. The earth_proximity field measures gate-hop distance from the Gateway system. Sol is not at a distance from itself; it IS the reference point. The value signals that standard earth_proximity logic does not apply here.

political_zone: earth_sphere is outside the six Reach zones. Sol is not in the Reach. Applying institutional_core would be technically plausible — Sol is the oldest settled system and has high Perpetual presence — but it would misrepresent the political reality. Earth is not in the Reach's institutional core; it is a foreign power with a closed gate. The custom value is required.

dominant_faction: contested reflects genuine multi-party fragmentation within Earth governance, not a Reach-style faction contest. No Reach faction is named because none has jurisdiction. The instability is Earth-internal.

earth_alignment: earth_hostile requires explanation when applied to Earth itself. The field normally describes a Reach system's posture toward the Earth-Reach divide. Applied to Sol, it captures Earth's posture toward the Reach: adversarial, shaped by the injury of secession, politically organized around the position that the Reach's independence was an illegitimate act. This is not universal among Earth's population — earth_indifferent describes a significant fraction of Earth residents for whom the Reach is simply not relevant to daily life — but earth_hostile correctly characterizes the institutional register.

stability_index: 2 reflects a civilization under chronic structural pressure. Earth is not collapsing — its institutions are old and durable. But the long-run trajectory is corrosive: declining leverage, Perpetual administrators with no external check on their centuries-long grip, manufacturing sectors organized around the memory of what they used to produce, an obligation-framing minority that activates unpredictably, and a secession narrative that cannot fully account for the Reach's success. This is 2-level storyteller material — not imminent collapse, but enough unresolved seams that the right pressure could open something.
