Workshop #801 deliverable: commodities.toml (36 commodities across 5 tiers), production_chains.toml (21 Leontief recipes including 2 substitution routes), schema.md (SQL DDL + validation rules). Key design choices: brands are not commodities (separate layer), water→fuel at 8:1 yield, 3 political sub-flags replacing single boolean, gate energy-over-gate as commercial service.
