This transformed the workshop from a content authoring strategy into a generator specification strategy. All Round 4 responses independently arrived at the same conclusion: the workshop had been designing generator specifications all along. The district skeleton, NPC composition matrix, Sacred/Profane framework, and pool architecture were already generator-shaped. **The strategic reframe:** Old model: writers produce districts, tooling accelerates writers. New model: engineers produce generators, writers produce generator inputs, tooling IS the product. **Note on decision IDs:** Several IDs proposed at this workshop collided with later numbering.
