feat(content): add character voice speech patterns (#310)
Speech-level execution spec for smuggler and detective: contraction
rules, sentence length, punctuation patterns, stress markers,
vocabulary, verbal tics, and 8-point authoring validation checklist.
Blocks all FRIEND pack and PC-as-NPC content authoring.
