feat(ci): IPC round-trip timing benchmark scaffold (#342)
Benchmark test in ipc_bench.rs: warmup + 100 rounds, p50/p95/p99 latency
reporting, 5ms threshold. Handshake step stubbed pending #555/#556.
Invoked via tests/run-ipc-benchmark.
