jpmschweitzerandClaude Fable 5 39f0fd8c51 fix(simulation): lake_margin_q normalizes per basin — full-range depth gradient (T-1188)
The PR #206 eyeball caught what every numeric gate passed: the depth
signal was visually flat on both test lakes (GJ1c lmq=0 across the whole
basin; GJ338Bd 0-13 of 100). Two compounding causes: a fixed absolute
ceiling (one body's p90 cell depth) compressing skewed depth
distributions into single digits, and heightmap-pitch depth variation
being sub-texel-tiny within most basins. lake_margin_q is now
depth / the basin's own maximum settled depth: HydrologyResult grows
basin_max_depth_scaled (computed in solve() from existing basin_cells
membership, broadcast per basin), threaded through
HydrologySample.basin_max_depth, normalized in lake_from_hydrology_at
with a degenerate-basin epsilon guard (a genuinely uniform pond shades
flat — honest, not forced). Lake EXISTENCE (filled > original) is
untouched — only tone changes. Measured at district spacing:
GJ1c min=0 p50=33 max=84; GJ338Bd min=8 p50=38 max=70 — full-range
shore-to-deep ramps on both. No perceptual curve added: the linear
per-basin ramp is already well-quartiled. project.yaml 0.4.1 -> 0.4.2
(0.4.1-tagged canvases carrying flat-lmq semantics reached real disk
caches during eyeball runs and must miss). Acceptance gates green;
zero golden churn (lake_margin_q not captured by either golden shape).

jpmschweitzerandClaude Fable 5 dec5b0bc43 feat(simulation): lake_margin_q depth band — lake shorelines gain gradient vocabulary (T-1188)
Lake edges rendered as hard step-edges while ocean coasts got multi-tone
transition bands: every coastal-transition morphology gate keys on
ocean_fraction_q, definitionally 0 inside a lake basin (hypothesis (b)
of the ticket; (a) disproven first — a shoreline-crossing sweep at
2048/512/128m plus a 10m fine sweep all land on the same continuous
crossing, so positional refinement was never broken). New
DistrictProfile.lake_margin_q (0-100 settled-hydrology depth band, from
the same bilinear filled/elevation pair the lake test already samples;
ceiling calibrated just above the observed p90 depth on GJ338Bd's 5,043
flooded cells), threaded through both derive paths onto
EncodedStepCanvas (serde-default for shape tolerance) and down the
client: protocol decode, terrain-layer plane, colorize shades Lake cells
by depth band instead of elev_q (bedrock-under-water, the wrong signal).
project.yaml 0.4.0 -> 0.4.1: the new wire field must invalidate the
client disk cache via its version tag (T-1183's D-192 mechanism).
Acceptance gates green with the new field (lossless round-trip,
cache-hit==cache-miss, every rung).

jpmschweitzerandClaude Fable 5 24fad7090f feat(simulation): lakes from settled hydrology (D-227, T-1184)
Productionizes the T-1177 equilibrium solver: run_layer1 now solves
hydrology once per body (~24ms, mirrors drainage::analyze) and carries
it as TerrainAnalysis.hydrology; run_layer1_with_moisture threads the
real body moisture ceiling (extracted derive_moisture_ceiling_q), with
the T-1177 population-survey default as fallback. The resident rung-0
global tier does not exist yet (T-1181's scope) — hydrology rides
TerrainAnalysis and lands in that tier for free when it is built
(deviation recorded on the ticket).

MorphologyZone::Lake is now sourced from the settled solver at derive
time: a gridunit is Lake when bilinear-sampled filled surface exceeds
bilinear-sampled original elevation at the sample's own (px, py) — the
continuous comparison, so lake edges refine with rung like coastlines;
never a discrete basin-cell projection. The gate sits strictly between
OpenOcean (>= 80) and the old ocean_fraction heuristic (>= 60), which
survives as the derive-fresh fallback when no solve is attached —
byte-identical to pre-T-1184 output in that case. Static
classification, distinct from the sim-state flooded plane; no
endorheic bit (the drains-vs-closed cue is T-1185's outlet-course
presence, per the D-227 amendment (4) sequencing). Zero new wire
bytes.

Acceptance: lake_classification_cache_hit_equals_cache_miss (solve
twice independently, byte-identical zones, non-vacuous Lake hit) plus
hydrology determinism tests. Golden fidelity: the window golden
fixture now builds TerrainAnalysis through the production entry point
(run_layer1_with_moisture, per-body), and a dedicated lake_bowl golden
body pins the hydrology-sourced Lake path (morphology 1 at
ocean_fraction_q 0 — provably not the heuristic); the 108 pre-existing
golden rows are byte-identical (pure append). believability.json moved
by one lake-shaped line (GJ338Bd voxel_relief_m 27->28, a correctly
reclassified lake district leaving the dry-relief sample set).
river_course and derivation-harness goldens unchanged. Full suite:
2114 passed.

jpmschweitzerandClaude Fable 5 236725eb3d fix(simulation): pre-build the true-keyed region cache (PR #199 review)
Hoshe finding 1: derive_all_districts passed a permanently-empty
region_cache, so every survey cell paid four on-the-fly baseline
derivations — and derive_district_profile's docstring (build the cache
before calling in a loop) was contradicted by its sole production
caller. The cache is now pre-built on the TRUE region keys the shared
core looks up (survey-cell centre metres -> containing district ->
region ±1 ring, BTreeSet-deduped), restoring the per-body build-once
cost model. Cache-hit == cache-miss byte-identity holds by D-227 purity
(build_region_profile and the miss branch share the same expressions) —
verified by the believability harness passing against the UNCHANGED
golden. Finding 2: the cascade.rs call-site comment and the stale
module header now state the pre-build truthfully.

Found in passing, filed as T-1186 (pre-existing, out of scope here):
region_centre_latitude_deg is pole-anchored while the derive core keys
equator-anchored signed regions — northern-hemisphere baselines clamp
to +90.

jpmschweitzerandClaude Fable 5 933e1f4ee4 fix(simulation): one absolute-metre derive core (D-256, T-1174)
derive_district_profile is now a thin wrapper over the shared
derive_at_metres_with_riparian core at survey-cell-centre world metres
— one derive core, two position sets. The batch pseudo-grid and the
true D-243 district grid were two coordinate systems sharing one bare
(i32,i32) type; the new SurveyCellPos newtype re-keys every batch
product (BodyWorldState.districts, Layer1Output.survey_basin_dirs) so
the compiler rejects cross-namespace passing.

Fixes two latent same-position divergences the T-1174 investigation
surfaced: three inconsistent latitude conventions collapse into the
core's single inverse mapping, and the region-climate baseline now
floor-divides true world metres instead of collapsing the whole body
onto region (0,0)'s baseline — batch climate becomes latitude/region
graded (D-245 direction: every changed believability metric increased).

Binding preservations per D-256(c): basin_direction rides a post-call
override with the true L1 D8 survey-cell aggregate (layer1's map
re-keyed to SurveyCellPos, identity lookup — a floor-divide lookup
against the pseudo-keyed map would have silently defaulted every cell
North); the riparian verdict comes from near_perennial_water_at, never
the empty-slice default (which would have flipped riverside
vegetation_class).

Quarter-skeleton morphology_zone now resolves at the settlement's
exact world position via derive_at_metres at work-item execution
(where TerrainAnalysisCache lives), replacing the survey-cell-centre
map lookup (D-256(d)); settlement_district_pos fixed to true-district
floor-division in passing (same doc/impl mismatch class). Second
pixel-vs-metre conflation fixed in aliveness_probe's anchor-walk math.

Window path byte-unchanged (window_derivation_golden 6/6 byte-
identical); derivation_harness golden untouched; believability golden
regenerated. Full lib + integration suites green.

jpmschweitzerandClaude Fable 5 4320df9b60 feat(simulation): T-1170 A2/A3 + T-1168 A5 — course inventor, coast termination, riparian signal
A2 (river_course.rs): Stage A rung-independent valley-seeking control
path (chord/8 stations, k=5 bilinear-scored candidates + continuity
penalty); Stage B rung-indexed perpendicular warp on GLOBAL arc-length
(window-independence, Ruling 1e), band chord/2 down to min_wavelength_m
hard-truncate, sine taper to zero at anchors, amplitude min(8% chord,
half-cell) slope/class-scaled. SeedDomain::RiverCourse=17, distinct
salt. Wire: RiverCourse{edge_id,class,points,terminus} on
DistrictWindowLayer.courses (serde-default); bbox-culled, window-
cropped +1 station. TerrainAnalysisCache retains Layer1Output (the
gen_queue:626 discard, Ruling 4b). A3: mouth termination walks
stations sampling the window's OWN rung-consistent morphology verdict,
6-iteration bisect; land-at-anchor probes one segment then None;
EdgeDrain never probes. A5: near_perennial_water point-to-segment
predicate (D-239 §8 governed bands 1-3m class-scaled) threaded through
both batch and window paths; Region always false; never touches
moisture_q. Discipline closed: dormant zoom-ladder bench run + numbers
recorded in the design doc (District 3.009/1.785, Quarter 1.823
us/cell, Region window 0.617ms); course-cost bench CAUGHT a real
+12-36% per-cell riparian scan regression -> precomputed bbox O(1)
reject (60ns->2.2ns/call), final delta +3.4-6.9% at budget; three
determinism tests (overlapping-window byte-identity, cross-rung
amplitude bound, warp-stream cross-correlation r<0.3); goldens: window
sweep gained a verified course-bearing position (pure append), new
river_course golden at both rungs, believability verified unchanged.
Revert-verification discovered the pole-row branch is structurally
unreachable (flow_direction bounds-check) — the real edge-drain path
is k<0 flat-plateau; test fixture rewritten to exercise reality.
scale.rs stale comment fixed. Full cargo test green.

jpmschweitzerandClaude Fable 5 3368891976 fix(simulation): PR #194 review round — rung-floor dependency direction, golden body coverage, doc honesty
Tyre's I1 (his ruling: the cutoff's job is Nyquist, a property of the
RUNG): MIN_WL_BANDS_M's District band now derives from 2*DISTRICT_M
directly, decoupled from OCTAVE_WAVELENGTHS_M[3] — a detail_scatter
retune can no longer silently redefine the Atlas rung floor. Direction-
agnostic const assert pins the coincidence so drift on either side
breaks the build for a deliberate human decision; golden_cutoffs_match_
the_scale_ladder now pins the District coupling too. I2: D-226
paraphrase replaced with cites to the T-1150 wire-contract note +
T-1162 refinement resolution (2), plus a self-found stale 2048m claim
fixed in the same comments. I4: golden extended with airless/dry
(ceiling_q==0 short-circuit) and volcanic-coast (ridged warp) body
rows via body_sweep_samples() — fixture regen verified 510 insertions,
0 deletions (existing rows byte-identical, purely appended). Q2 nit:
vegetation_invention module doc now states majority-preservation as
the coherence guarantee, not per-cell class stability (a boundary
cell's flip IS the clearing mechanism). Forward-contract for T-1156:
0x5EED_C0DE promoted to named WINDOW_RELIEF_SALT const. 158 focused

jpmschweitzerandClaude Fable 5 5cb63b6867 feat(simulation): T-1162 — invention octaves into the Atlas window path (coast crinkle, quarter relief, vegetation patchiness)
Coast: WARP_OCTAVE_WAVELENGTHS_M 5->9 entries (262144m down to 1024m,
Quarter's Nyquist floor) with new min_wavelength_m cutoff plumbing in
coast_warp_px/warp_fbm (the warp previously had no cutoff at all).
Relief: invent_primitives feeds the VOXEL band (1024-128m, salted) into
elev_q/slope_q under the same envelope/cutoff discipline. Vegetation:
new vegetation_invention module — two-tier (BodyParams+latitude envelope
ceiling; single blended fBm field, never-gated 100-400km massif tier at
70% + cutoff-gated district/voxel texture at 30%) perturbing moisture_q
OUTPUT so precipitation/glaciation/vegetation shift as one world-fact;
wire format unchanged. MIN_WL_BANDS_M 5->6 (adds 1024m band).

Mid-implementation correction caught by tests: District's quantized
floor is 4096m (OCTAVE_WAVELENGTHS_M[3]), not 2x DISTRICT_M — the 8192m
and 4096m coast octaves are legitimately District-admitted enrichment;
only 2048/1024m coast + the voxel band are Quarter-exclusive. Docs and
golden cutoffs corrected to match.

New golden: tests/window_derivation_golden.rs + fixture (derivation_
harness pattern, UPDATE_GOLDEN=1 regen) with structural guards pinning
Quarter/District divergence. Bench (zoom_ladder_bench, release): no
regression — all rungs at or below baseline (District c0 3.54->~3.0
us/cell, Quarter 2.10->1.77, orbital 1.48->1.42, n=6400 window
0.86->0.59 ms). Revert-verified voxel_relief cutoff exclusion. Server
lib 1840 passed; new module 11 tests; district_profile 84 (+6, 1
noise-fragile pre-existing test properly fixed via 8-district
latitude-band averaging).

jpmschweitzer d356b09926 feat(simulation): T-1152 server half — WindowGranularity enum, derive_orbital_at_metres, Region rung on the same carrier
R1 measured first: a capped Region tile through the real production path
(build_district_window_layer + T-1151 par_iter) at the 64x64 wire cap
costs 0.40-0.48ms — faster than the shipped district n=64 window, so
Jeroen's progressive capped-density tiling ruling is comfortably
interactive on-demand. Raw orbital derive ~0.9µs/cell (~2.3x faster than
full derive; region_baseline dominates, not invent_primitives).

R5 redesign: WindowGranularity enum (Quarter/District/Region), serde
named-variant per the RoadNodeKind precedent, spacing from D-243 scale::
constants — the single source of truth. Additive serde-default
window_granularity_v2 request field (None = legacy u32 path; v2 wins when
Some); DistrictWindowLayer.granularity_v2 always echoed. Legacy u32 echo
for Region uses reserved WINDOW_GRANULARITY_REGION_KEY = u32::MAX (never
a legal input) so the old slot cannot lie about aliasing. Cache and
coalescing keys carry the enum itself (Ord by declaration order, D-010).

n stays district-extent at every rung; Region's cell grid is a DIVISION
(round(n/100), min 1) with its own per-axis ceiling
DISTRICT_WINDOW_MAX_N_REGION=6400 and a bounded halving-loop clamp (no
closed form under the rounding division — the client mirror must
replicate the loop).

derive_orbital_at_metres: bilinear envelope reads + region_baseline
temperature, NO invent_primitives (proven by test — slope_q pinned 0),
routed through the shared build_district_profile classification tail so
the existing colorizer family renders orbital cells unchanged. R2
stepped-categorical behavior documented at the function, not implied.

Region aliasing + clamp/echo tests mirror the T-1150 discipline. 1813
lib tests green; clippy clean; fixture regenerated (254->278 bytes, new
echoed field).

jpmschweitzer afff859a2c feat(simulation): T-1149 derive_at_metres extraction + min_wavelength octave cutoff
Extract derive_district's fractional-metres interior into the metres-
addressable derive_at_metres(seed, body, params, ta, wx, wy, climate,
min_wavelength_m) — the zoom ladder's keystone (design doc §8 step 1).
derive_district is now a thin DistrictPos-quantizing wrapper calling it
with cutoff 0.0; all four golden/believability/derivation harnesses pass
byte-identical.

enveloped_fbm/terrain_detail/voxel_relief gain min_wavelength_m: octaves
below the cutoff are hard-truncated (amp still advances so surviving
octaves keep relative weight; norm==0 guarded). Amplitude-fade-near-
cutoff is documented as a seam, not built — the pop-risk A/B needs the
client ladder (T-1153). Cutoff 0.0 is bit-identical to pre-change
output, asserted by test.

Measured (release, 4096-cell sweeps, zoom_ladder_bench.rs): district
spacing 1.200µs/cell (cutoff 0) / 1.201µs (cutoff 2048m — all octaves
survive, plumbing check); quarter spacing 1.165µs/cell (cutoff 512m).
Matches the design doc's ~1.2-1.4µs/cell release estimate.

jpmschweitzerandClaude Fable 5 fef422bf01 feat(simulation): T-1125/T-1126 coastline invention — two-tier character model, shared invent_primitives, Marine vegetation
T-1125: new atlas/coast_invention.rs — BodyCoastEnvelope (tier 1: erosion
maturity derived hydro×atmo, tectonic energy; D-240 stands, no orbital
inputs) + coast_character_at (tier 2: latitude, glaciation fjord response,
local wetness, seeded 100-400 km heterogeneity field). C1 multi-octave
warp ~16-262 km, sub-pixel cap 0.75 px, salted stream isolated from
terrain scatter and climate edge-fuzz.

district_profile: shared invent_primitives front-half (warped envelope
sampling + slope-independent scatter floor + shoreline carving) wired
into BOTH derive_district and derive_district_profile — the batch path's
scatter-free area-mean aggregate is replaced by an invented centre-point
sample of the same continuous field, making silent path divergence
structurally impossible.

T-1126: VegetationClass::Marine appended at discriminant 6, verdict
morphology-derived (open_water from OpenOcean|Lake — no fourth ocean
threshold); airless precedence preserved. voxel.rs exhaustive-match arm
documented unreachable (WaterBody owns ocean districts).

jpmschweitzerandClaude Opus 4.8 bb5069aa13 feat(simulation): district moisture spatial gradient (T-1080)
moisture_q was a single body constant (derive_moisture_q took only &BodyParams →
80 for every one of 2048 ocean-world districts), so vegetation/terrain/ecotones
were uniform — "nothing to fuzz" (the T-1080 believability bug).

- district_profile.rs: derive_moisture_q is now a body ceiling (hydrosphere+atmosphere)
  × per-district gradient — latitude (equator wet → pole dry), elevation (orographic/
  rain-shadow), continentality (100 − ocean_fraction_q). Integer/D-010, no new plumbing
  (elev_q/ocean_fraction_q/latitude_deg already reach build_district_profile). Mirrors
  D-240's temperature model. Coefficients in ClimateConstants + climate_constants.toml
  [moisture_gradient] (provisional; Q-123 calibrates). Tuned so a wet body stays mostly
  green with drier patches and a frozen body clamps mostly barren. + gradient unit test.
- region_profile.rs: region-tier moisture gets the region-latitude gradient (elevation/
  continentality are district-scale).
- Propagates to precipitation_class / vegetation_class / morphology_zone (all read
  moisture_q). D-239 §2 amended. Believability golden regenerated.

Probe (Arbour @ yolo): moisture_q distinct 1 → 49 (spread 0 → 48); 5/7 → 6/7 criteria.
Edict (frozen): moisture 0..20 ×21 — gradient within its low ceiling. Remaining fail
(vegetation-present) is the metric dividing by all-sampled incl. water on a 2/3-ocean
world — a Q-123 calibration concern, not a climate defect.

clippy --all-targets -D warnings clean; 1580 lib tests + harnesses pass.

jpmschweitzerandClaude Opus 4.8 7c09f23b9a test(simulation): cover the Some(basin_dirs) threading + clarify on-demand default (T-1047)
Addresses PR #170 review (Hoshe H1/H2).

H1: the Some(basin_dirs) path through derive_all_districts was untested (tests
only used None). Added derive_all_districts_threads_supplied_basin_directions
(synthetic per-district directions propagate to DistrictProfile.basin_direction;
unmapped districts fall back to North), and added basin_direction to the cascade
determinism loop so the full run_layer1->district chain is guarded.

H2: clarified the derive_district on-demand comment — the North default is an
accepted limitation (a fallback, not a computed value); the batch path threads
the true D8 direction.

jpmschweitzerandClaude Opus 4.8 0263b68df9 feat(simulation): cache TerrainAnalysis + derive basin_direction from the D8 thalweg (T-1044, T-1047)
T-1044: run_layer1 now returns TerrainAnalysis (carried transiently on
CascadeSnapshot, dropped after the district + road-graph passes), eliminating the
redundant per-body drainage::analyze + TerrainAnalysis::analyze re-run flagged by
PERF/TODO(T-1044). Not persisted on the LRU-cached state (D-203/T-1048 size concern).

T-1047: basin_direction is now derived from the real D8 thalweg. run_layer1
aggregates a per-district dominant D8 direction from the live fdir grid (carried
transiently on DrainageResult), threaded via Layer1Output.district_basin_dirs ->
derive_all_districts -> DistrictProfile.basin_direction; derive_chunk_context reads
it directly. Removed the false derive_basin_direction (it branched on ocean_fraction_q
then read seed bits despite a doc comment claiming an elev_q/slope_q D8 proxy) +
corrected the module contract. D-239 §8 (D8 thalweg) now actually honoured.

1559 tests pass; golden byte-identical (district_basin_dirs is #[serde(skip)], transient).

jpmschweitzerandClaude Opus 4.8 d974cf42b0 fix(simulation): wire region baseline into production district temp + rename latitude field (T-1078)
Addresses PR #167 review (Tyre T1, T3).

T1 — the region climate tier was built but no live path consulted it: both
derive_district_profile (cascade) and derive_district (on-demand) passed
region_baseline_c: None, so the D-243 §4 edge-fuzz blend was dead in production
and district temperature was still derived from scratch. Now both paths compute
region_baseline_at_district(...) and pass it through build_district_profile so
the two-phase modulation (D-243 §3) actually runs. The cascade path
(derive_all_districts) builds a BTreeMap<RegionPos, RegionProfile> covering all
district positions + their +/-1 neighbours once per body and looks up from it;
the on-demand path derives the four surrounding region baselines on the fly.
No production path passes None except genuinely airless bodies (no planet_class).

T3 — renamed BodyParams.district_latitude_deg -> latitude_deg (it is the region
centre latitude in the region fns, a call-site trap under the old name);
dual-scale doc; propagated to body_params_reader.rs and all literal sites.

Golden fixtures are unaffected (they construct districts directly via make_region,
bypassing build_district_profile) — derivation_harness 37/37 green, no re-pin.

jpmschweitzerandClaude Opus 4.8 030e0907bc feat(simulation): region climate tier — baseline + district modulation + edge fuzz (T-1078)
Introduces the region (~205 km) climate tier per D-243 §3/§4, above the
DistrictProfile carrier. New region_profile.rs: RegionProfile/RegionClock,
derive_region_baseline_c (latitude lerp + greenhouse, D-240 class-envelope,
no orbit/star inputs), and region_baseline_at_district — the D-243 §4
edge-fuzz warp-perturbed bilinear blend of surrounding region baselines so
the ~205 km grid is invisible in the output.

Splits district temperature (D-243 §3): derive_district_temperature_c now
modulates the region baseline with elevation lapse only, replacing the
from-scratch per-district derivation. build_district_profile takes an
Option<f32> region baseline; None preserves the legacy single-phase path
(existing call sites unchanged). derive_cover (voxel.rs) consumes the
post-refactor value with no signature change.

Region clock (season/weather) scaffolded; transient tick callbacks deferred
to Q-105 per the two-phase convention. 14 region_profile + 5 district
modulation tests added.

- detail_scatter.rs: the mid-scale terrain (2-40km) invented between coarse
  heightmap samples. Locked character (T-1077): ADAPTIVE (ruggedness follows
  local slope/morphology -> gentle flats, rugged highs) + ENVELOPE+MODULATION
  (heightmap relief caps amplitude; morphology flavors within). Deterministic
  seed+position value-noise (D-227/D-010); C1-continuous, no lattice creases.
- derive_district(): the on-demand 2km carrier. Maps the district to a
  fractional heightmap pixel via body_radius_km (the elastic seam, D-204),
  bilinearly interpolates the L1 envelope, composes the scatter, derives the
  profile. body_radius None falls back to direct indexing (tiny test bodies).
- Factored build_district_profile() (climate+morphology tail) shared by the
  cell-aggregate and interpolation paths.

5 scatter tests + 5 derive_district tests (determinism, latitude->climate via
the seam, the envelope rule, radius fallback). Full suite + clippy -D warnings
green; existing goldens untouched (additive).

Scope: T-1077 delivers the corrected on-demand 2km derivation + scatter. The
eager-grid -> on-demand region/district production + Atlas surfacing (decision
A) is T-1046's chartered job (derive_all_districts stays the coarse Atlas grid
for now, documented).

jpmschweitzerandClaude Opus 4.8 b3b5bfc2e3 refactor(simulation): rename carrier RegionProfile->DistrictProfile + re-scale to the D-243 ladder (T-1077)
Phase 2 of the D-243 re-scale. The ~1km carrier is renamed and re-scaled to
the 2km district, and every consumer reads scale from the canonical scale.rs
instead of a local literal.

- region_profile.rs -> district_profile.rs; RegionProfile -> DistrictProfile,
  RegionPos -> DistrictPos (re-exported from scale::DistrictPos), derive_*_regions
  -> derive_*_districts, across all 10 consumers + the derivation harness.
- chunk_context now references scale:: for the carrier cell: district 1024m -> 2048m,
  shift 4 -> 5 (CHUNK_DISTRICT_SHIFT). This caught a real latent bug: the seed-district
  index used a literal '>> 4' while the anchor used the constant, so same-district
  chunks could derive different anchors — now both use scale::CHUNK_DISTRICT_SHIFT.
- derivation_harness scale literals ('>> 4', '* 1024', '0..16') converted to
  scale:: constants (the same drift the canonical source eliminates). Believability
  tests pass at 2km; the voxel determinism golden re-pinned (anchors moved with the
  re-scale — deterministic, intended).

Full suite + clippy --all-targets -D warnings green. The district DERIVATION still
tiles the heightmap at 8 cells (the old coarse path); replacing it with on-demand
heightmap interpolation + detail-scatter is phase 3.
