Replaces the 2026-03-13 v0.2-pivot briefing (sprite pipeline, dropped
scope framing, pre-Atlas) with the current shape: palette.md +
conventions.md as the live authorities the briefing points at rather
than restates, her standing rulings (category-first naming, D-257
toon/glazing) marked as hers to extend, D-235 co-maintenance with Miri,
the wardrobe pipeline as reference model, D-255 stepped Atlas as active
co-designed work, and her real open items (T-1049, D-257 shader,
Q-119, T-1198). Every v0.2-era decision citation verified before
dropping: D-114/D-117 superseded; D-119/D-122/D-128/D-135 live but not
hers; D-033/D-045 kept. D-126/D-131 found REPURPOSED to unrelated
content since the era docs cited them — the ID-drift sweep is T-1199.
Lead added the briefs/ + deferred.md pointers (araminta's cross-agent
note; her SendMessage to the author couldn't be delivered).

Cleared stale STANDBY markers, swept dead DISCUSSION.md pointers, disambiguated overlapping personas, corrected asset-gen paths. Armed 7 discussion agents (gestalt/gore/mellanie/miri/nigel/ozzie/paula) with Bash so they can run the pql preamble. Integrated inigo into the roster + briefing (audio, standby). Removed tiger — localization dropped from scope (R-013). Part of T-1099.

Sprint-based workflow (38 sprints) replaced by kanban + milestones.
Milestones are many-to-many with tickets and can block each other.
New: /whats-next skill (dependency-driven batch selection with Si
refinement review), /pr-process skill (renamed from pr-push, adds
review comment pickup), clerk agent + pre-push hook for D-record
consistency checks.
Deleted: sprint CLI, sprint-start/sprint-plan/sprint-status skills,
team-scoped file restrictions. Si rewritten as refinement manager.
All 19 agent briefings updated from stale PROJECT_STATE.md reference
to live ticket milestone queries.

Create PROJECT_STATE.md at repo root with cascade phase table,
decision count, and current sprint. All 18 briefings now reference
this file instead of duplicating the project state paragraph.
Also removes stale content from briefings:
- "v0.2 direction: generator-first" (contradicts D-166 cascade)
- "Sprint 25 generator spike confirmed as critical path" (Phase 5)
- Agent-specific generator prerequisite claims
- Gestalt "v0.2 Pivot" section reframed as "Key Design Pivots"

Workshop produced 42 new tickets (#297-#338) + 6 updated, 9 new
decisions (D-032 through D-040), and 53 dependency links. All 18
agent briefings updated to reflect 40 confirmed decisions.
Key outcomes: Sera Venn as detective's FRIEND, Kael Davan as
smuggler's FRIEND, all 6 wow moments in scope, converged 6+3 tag
taxonomy, wiki taxonomy with 14 categories, 8 audio files via
Stable Audio Open, 4 parallel unblocked work tracks identified.

Update Key Documents sections to reference decisions/ directory instead
of monolithic DECISIONS.md. Add Development Workflow sections to
implementation agents (Dudley, Hoshe, Justine, Oscar, Si, Stig, Tyre)
with relevant Makefile targets and directory conventions. Streamline
decision references to point to specific domain files.
