**Tension**: Voss has positional authority but takes orders from Nils (via intermediaries). Kael is caught between shift supervisor (Voss) and ring coordinator (Nils, Kael's older sibling). Nils pushes for higher volume; Voss wants stability; Kael wants everyone to calm down.
**Volume Escalation Fork**: See [Triangle 1: Hub Power — Volume Escalation Fork](../triangles/triangle-1-hub-power.md) for the full smuggler decision fork (3 paths: escalate, stabilize, mediate), NPC state changes, detective observation consequences, and authored dialogue.
**Player relevance**:
- **Smuggler**: Navigates this daily. Knows the resentments, smooths tensions.
- **Detective**: Sees Voss's anxiety, doesn't know why. Kael is efficient, unremarkable. Doesn't know Nils exists initially.
