fix(db): M1 — re-tag 5 steel-complex/shipyard corps to Standalone-shaped values; regen (PR #178 review)

Standalone 11->16, settlements 11->15, city rows 340->344, tenant links 129->125 (14 unmatched), 0 dupes, fixpoint immediate. Metropolis pin stays (yard is a place beside the city); sova emits nothing pending T-1054.
