**Pattern (System A):** THRESHOLD — Devra is the ring's gatekeeper. Access to the operation's logistics, to Sabel's supply chain, to Nils's strategic direction — all of it runs through Devra. She is the person you go through or you do not go. For the detective, reaching the ring's operational layer means getting past Devra's cover. For the smuggler, coordination with the upstream supply means working through Devra's scheduling.

**Motivation (System B):** HANDLER — Devra manages operations from above. She conveys Nils's strategy, coordinates with Sabel, manages internal ring logistics, and delivers escalation demands to Voss and Kael. She applies pressure downward on behalf of the off-stage authority. She does not run day-to-day dock operations — she manages the people who do.

**Composition read:** THRESHOLD + HANDLER creates the obstacle with authority: "You go through her or you don't go." Devra gates access to the ring (THRESHOLD) while applying top-down operational pressure (HANDLER). Her competence makes her formidable; her ambition (she could run this better than Nils) makes her interesting.
