+Ozzie+Paula dual quality check, integrity verification, and commit.

+## Parallelization Rules

+- Multiple tracks can run simultaneously on separate branches
+- DB commits serialize through main after branch merge
+- Name collision checks run against the full DB before each commit
+- PO reviews at corridor-batch level (after each hop tier completes)
