Implement the full Mistborn education system replacing vanilla CK3
education. Includes:
- 5 education focuses (allomantic, noble_court, ministry, skaa, keeper)
- 20 education traits (4 tiers × 5 tracks) with stat bonuses
- 12 education events across all 5 tracks
- 5 guardian compatibility scripted triggers
- Vanilla education suppression file
- 112 localization keys for focuses, traits, events, and tooltips

Special mechanics: allomantic tier 4 grants +10% Mistborn chance,
skaa tier 4 grants +15% hostile scheme resistance, ministry tier 3+
grants can_become_obligator, keeper tier 3+ grants keeper_initiate.
