Add Feruchemy modifiers: keeper_of_terris, first_metalmind variants for strength/memories/health. Add savant_power_surge for temporary Allomantic flare. Add metal supply modifiers (abundant/low/depleted) and atium_reserve. Add brutal_repression county modifier for skaa uprising consequences. Fix county_opinion → county_opinion_add.
