Service: add TimeoutStopSec=5 and SendSIGKILL=yes so restarts don't
hang on stubborn claude processes. Reduce RestartSec to 3s.

Zellij: disable session serialization, release notes, and splash screen
so sessions always start fresh with the bare layout.
